Civic body removes encroachments

Those staying illegally were served notices a fortnight ago


ANANTAPUR: The Dharmavaram Municipality removed encroachments on the road between Gandhi railway gate and Kadiri railway gate at the weavers’ town on Sunday. The municipal staff accompanied by police personnel razed some 75 houses on both sides of the road.

Keeping in view the increasing density of vehicular traffic on the road, the civic body recently decided to clear the encroachments and accordingly served notices to the families who were staying there illegally, a fortnight ago. Some of the families were staying there for the last three decades.

Armed by bulldozers and proclainers, the civic staff embarked upon the task of encroachment removal in the early hours.

Several residents asked the officials to give them some more time to vacate the place, but the latter felt that enough time was given to them.

Bhoomi pooja for widening the road was also done recently and the civic body had allocated Rs.20 lakh for laying a cement-concrete road.

The work was pending for the last few decades and every elected body had preferred to postpone the task till now.

Dharmavaram Revenue Divisional Officer V. Prabhakara Pillai, Deputy Superintendent of Police A. Balasubramanyam, Municipal Commissioner Ravindra Reddy supervised the encroachment removal.

Official sources stated that civic body would now focus on removing encroachments on the main road, the R&B road, once a few pending court cases were settled.

Chief Minister says package is ‘the best in difficult times’, hails it as farmer-friendly

 


Outlay enhanced for AIBP by 75 p.c. JNNURM by 87 p.c. and NREGS by 140 p.c.

Expansion of credit to ryots with sop on crop loan interest to accrue saving of Rs. 250 crore


HYDERABAD: The budget for 2009-10 presented by Union Finance Minister Pranab Mukherjee on Monday appears to have pleased the State government.

At a time when the State’s revenues are on a downtrend, it is relieving that the Centre has incorporated proposals made by the State in four key segments in the budget and enhanced allocations to them. These proposals were: 100 per cent increase in outlays for Accelerated Irrigation Benefit Programme (AIBP) and Jawaharlal Nehru National Urban Renewal Mission (JNNURM), mission mode approach for increasing female literacy and raising the ceiling for fiscal deficit from three to four per cent.

Official sources said that the Centre had gone a long way in accepting these proposals by increasing the outlay for AIBP by 75 per cent, JNNURM by 87 per cent and the National Rural Employment Guarantee Scheme (NREGS) by 140 per cent. This, officials said, would considerably reduce the burden on the State government that has of late been experiencing a resource crunch for some of its flagship programmes like Jalayagnam.

“The State takes a lion’s share under the AIBP where it utilises over 70 per cent of funds and under JNNURM where it gets more than 40 per cent funds annually. The increase in allocation to these sectors will ease the burden on the government,” an advisor to Chief Minister Y.S. Rajasekhara Reddy said. The Chief Minister himself described the budget as “the best in difficult times” and hailed the farmer-friendly budget that would greatly benefit the State.

Direct saving

The enhancement of allocation for these areas would go a long way in mopping up the State’s finances that were on the decline due to a fall in revenues from land auction and Stamps and Registration Department.

In addition, expansion of credit to farmers with 1 per cent incentive on the interest on crop loans would result in direct saving of about Rs. 250 crore, while the proposal for supply of rice at Rs. 3 kg under National Food Security Mission would help save about Rs. 600 crore.

Coupled with this is the relaxation of fiscal deficit norms of FRBM Act which would enable the State to raise loans from the open market for spending on Plan outlay and capital expenditure. “Projection of revenue deficit at 4.8 per cent and fiscal deficit at 6.8 per cent will mean that the Centre has provided scope for utilisation of Rs. 1.25 lakh crore on capital expenditure. We should intensify efforts to secure maximum funds from this,” a senior official said.

The announcement of the National Female Literacy Mission with emphasis on literacy rate among the SC, ST and Minority community women was another achievement for the State, the official claimed.

Slum-free India in 5 yrs a reality?
NEW DELHI: Upgradation of 1,000 slums, construction of 10 lakh houses, a biometric survey of slums and "equitable city" campaign during the 11th five-year Plan period are the ambitious targets of UPA's new affordable housing scheme, Rajiv Gandhi Awas Yojana. Its aim is "to make a slum-free India in five years".

With the President setting the agenda in her joint address to Parliament, the government is finalising the broad contours of the scheme for urban poor across 74 cities having a population of five lakh and above.

In a move to tackle the massive housing shortage of 2.6 crore, the scheme aims to provide central assistance of Rs 1.5 lakh for each family living in slums. The Centre can also bear 25% of the cost in developing infrastructure like roads, sewage and other facilities for affordable housing projects.

In a multi-pronged strategy, the Centre is likely to extend financial support to states "that are willing to assign property rights" to people living in slums.

The scheme also aims to dovetail the schemes for affordable housing through public-private partnership and an interest-subsidy offer.

Under the affordable housing scheme with an initial budget of Rs 5,000 crore, the housing ministry has a target of constructing 10 lakh houses.

According to an official, the scheme envisages giving Rs 50,000 as grant and the balance Rs 1 lakh as a bank loan at 4% interest rate through an interest subsidy scheme.

In its first year, the Centre is likely to adopt a state-specific strategy by pushing them to go in for slum upgradation or slum rehabilitation projects involving private players to avail massive central funding.

"The ministry aims to upgrade around 1,000 slums during the 11th Plan," said an official, adding that many real estate players have shown interest in slum redevelopment, which is seen as an area offering significant business potential at a time when the sector is badly hit by the economic slowdown.

In view of the confusion over the slum population, the government plans to undertake a fresh biometric survey of slums across the country to come out with the exact number of people living in such areas.

The Rajiv Gandhi Awas Yojana is likely to be launch on August 20, the birth anniversary of the late Prime Minister.

As part of the scheme, the Centre is also likely to ask the states to attract private builders and developers by giving incentives like favourable land-use conversion and permitting extra FAR and coverage area.

The state housing boards are expected to be partners to the government and construct and develop projects with funding from institutional sources.

To minimize the cost of construction, the scheme suggests coming out with plan layouts which mixes EWS/LIG/MIG with HIG houses and commercial set-ups and cross-subsidy through premium earned through the sale of HIG houses and commercial space.

To avail central funds, a project should have houses ranging from 300 sq ft to 1,200 sq ft plinth area built at affordable rates on land provided by state governments. A minimum of 25% houses of 300 sq ft will be compulsory for economically weaker sections (EWS) in each project to be allotted by the government.
