Work on phase I of Outer Ring Road to begin by February

CHENNAI: Work on phase I of the proposed Outer Ring Road (ORR) from Vandalur to Nemilichery is expected to begin by February 2010.

Sources in the Tamil Nadu Road Development Company (TNRDC), managing associate for the project, said that five bids have been received for the Rs.864-crore project. The two companies that submitted the bids for the 29.65-km corridor are Nagarjuna Construction Company Ltd. and SOMA Enterprises Ltd, both Hyderabad-based. Three consortiums — two in Hyderabad and one in Bangalore — are also in the fray.

A total of 11 companies had bought the bid documents of which the five submitted bids. The TNRDC would ascertain the technical and financial status of the bidders. The bids of those who clear the technical evaluation would be opened in the third week of June.

The TNRDC would then take a month to process and issue a formal letter of acceptance to the company, the sources said.

Following this the concession agreement would be signed between the company and the TNRDC.

With the successful bidder being given project support of Rs.300 crore, it would have 180 days to arrange its share of Rs.564 crore to be invested in the road.

As the road would have to be developed from the scratch, a lot of filling, levelling and checking flood levels would be required.

Land acquisition has already been completed by the Chennai Metropolitan Development Authority.

The ORR is to be laid on a develop, build, finance, operation and transfer (DBFOT) on an annuity basis.

CHENNAI: Avadi Municipality has started upgrading the infrastructure of its health posts.

A senior municipal official said three of the five health posts are being improved at a total cost of Rs.21 lakh. On an average, about 500 patients visited these facilities every day. Besides treatment for common ailments, they also provide maternity care.

About 40 per cent of the work to construct a new building for the Paruthipattu health post has been completed. The facility being built at a cost of Rs.8 lakh would be ready to use in two months.

The health post at Thirumullaivoyal, which is dilapidated, would be demolished to accommodate a new structure. The centre is now functioning on rented premises. More facilities such as equipment and additional rooms would be provided at the Mitnamalli health centre that is running out of space.

About Rs.5 lakh has been allocated towards the work that would get over in six months, the official said.

Nearly Rs.18 lakh has been spent on providing facelift to similar centres at Thandurai and Vizhignampakkam. Besides improving facilities at operation theatre in Vizhignampakkam health post, more amenities have been added at the AIDS counselling centre.

“We plan to computerise the network in all five health posts. One health post caters for residents living in areas in 5-to-8 km radius,” the official said.

Ramnad drinking water scheme inauguration today

CHENNAI: The long-felt desire of the people of the drought-prone Ramanathapuram district for sustainable drinking water supply becomes a reality on Thursday with the inauguration of the Rs.616-crore Ramanathapuram combined drinking water supply scheme.

At the Secretariat, Chief Minister M. Karunanidhi will, through video conferencing, formally commission the scheme. Deputy Chief Minister M.K. Stalin will participate in a function at Ramanathapuram town and give away assistance to beneficiaries of various welfare schemes.

Though the difference between the average annual rainfall of the State (91 cm) and that of the Ramanathapuram district (83 cm) is not much, groundwater available in most places of the district at a depth beyond seven metres is saline.

The fresh water available dries up quickly within two-three months after northeast monsoon. As a result, the district has been suffering from acute water shortage in most part of the year.

This is why the need for a stable source has become crucial. As part of its efforts to solve the drinking water problem in Ramanathapuram, the government decided to tap the Cauvery water.

The combined drinking water supply scheme has been envisaged, providing 50 million litres a day (MLD) initially and 100 MLD eventually. Apart from the entire Ramanathapuram district, wayside habitations of Sivaganga and Pudukottai districts are covered. Totally, five municipalities, 11 town panchayats and 3,163 rural habitations in 18 panchayat unions are covered. At present, the population of about 15.75 lakh in the three districts is covered. By 2036, the population will be 20 lakh.

Four collector wells across the river Cauvery in Tiruchi district – three near Mutharasanallur and one near Kadiyakurichi – have been constructed.

Water will be conveyed through 5,220-km-long pumping and gravity main lines. It will be collected in 119 sumps and 601 over head tanks and finally, distributed through 198-km-long distribution lines. In January 2007, Mr. Karunanidhi laid the foundation stone for the scheme, which was divided into eight packages.

Contracts

Contracts for the packages were settled between March and September 2007. Against the normal duration of three years for the execution of a project of this size, the government directed the Tamil Nadu Water Supply and Drainage Board, the executing agency, to complete it in two years.

Even three months ahead of the stipulated period, the project has been completed, a senior official of the Board says, adding that Mr Stalin commenced a trial run of the project in February last.
