THANJAVUR: Disaster management has come a long way from being ‘relief centric’ to ‘prevention centric’ said Suresh Mariaselvam, disaster management expert here on Wednesday.

Speaking at a training programme for government officials on disaster management, Mr. Mariaselvam said that the Orissa cyclone in 1999, Gujarat earthquake in 2001 and tsunami in 2004 forced the government to think about disaster management and an Act was passed in 2005. This was followed by formation of National Disaster Management Authority.

Disaster management remained ‘relief centric’ for a long time in the country unlike foreign countries. The Hawai tsunami in 1945 became a base for further research and preventive measures. Now, focus has shifted to preventive measures even in India.

It has been decided to take the concept to the rural areas. With the United Nations Development Programme and the Centre joining hands, it will be done through training people and officials. Under the joint programme, training is now given at district level and block level officials in 13 coastal districts.

M. Karunakaran, District Revenue Officer, Thanjavur district, said the role of the government departments were more important in post-disaster management than pre-disaster situations. Post-disaster management includes minimising loss of lives, debris removal, restoring communication facility etc.

Operations should be specific and quick with respect to post-disaster management. Rehabilitation is a major activity in post-disaster management.

Uma Parvathi, Project Officer, UNDP, Thanjavur district, said that district disaster management committees have been formed in Thanjavur disrtict.

Disaster management concept has been taken to schools. Mock drills were conducted in schools. Nearly 500 schools have been covered under this, she added.

Corporation’s health centre nears completion

Positive step: The construction of a health centre at Karungalpatti in Salem is nearing completion.

SALEM: The construction of a new building for the Salem Corporation’s health centre at Karungalpatti is nearing completion.

The civic body has taken up the works at Rs. 24.5 lakh under its comprehensive plan to revamp the urban health posts, maternity and child health centres, sub-centres, dispensaries and other health facilities. A sum of Rs. 12 lakh was allotted to create additional facilities including a compound wall.

The new building has labour room, out-patient room, drug store, waiting hall and residential quarters for health personnel. The centre caters to a population of about 15,000, a majority of them belong to the families living below the poverty line. Besides maternity care, childcare and immunisation programmes are also being carried out in the area from the centre. A large number of people visit the centre, as treatment at private clinics is costly.

The existing building of the centre has only one hall and it lacks equipment to deliver proper service to the residents.

Corporation officials said that they would equip the centre with modern facilities after completing the construction of the new building. New equipment and furniture would be provided to the centre. The Corporation was also planning to improve the facilities in health centres located in other parts in a phased manner. These centres did not witness any significant improvement even after several years of Salem city being given the Corporation status.

Water line disconnected to educational institution

Coimbatore: In a drive against property tax evasion, Coimbatore Corporation on Wednesday disconnected two bulk water supply connections to a major educational institution group on Avanashi Road. According to Corporation sources, the group had to pay property tax arrears of over Rs 2.84 crore since 2001.

The Corporation had issued number of reminders and had served notices. The group which has three bulk water supply connections also has a hospital. The Corporation authorities spared the bulk water supply connection to the hospital and disconnected the remaining two. Corporation sources said that the drive against property tax evasion would be stepped up.
