Civil society seeks 50% quota for women in local bodies

Notable persons belonging to various civil society organisations on Sunday demanded that the Odisha Government should immediately issue notification for 50% reservation of women in the local bodies. For ensuring more empowerment to women, the delegates also demanded that the rotation of women seats under reservation should be done every 10 years instead of existing 5 years.

A State convention organised by Odisha Election Watch concluded on Sunday. The delegates who spoke on the occasion also demanded that the two child norm should be removed as the qualification for contesting local body elections. They expressed that the two child norm was a very harsh rule and was preventing the true democratic process in the State by disempowering women in the grassroots.

They also demanded that the State Election Commission should implement a toll-free helpline for providing information to the voters and candidates during elections. The security of women candidates in the areas not reserved for women for the elections should be enhanced. The delimitation should be done once in 10 years instead of every 5 years.

Although the Local Body Elections are held on party-less basis, there was a lot of political interference in the process from various political parties. The delegates demanded that strict measures should be taken to stop this interference.

Agreeing with the delegates for much needed reforms, Panhayati Raj Minister Prafulla Samal, who attended the convention as the chief guest said though the Sarpanches are elected by the voters, they are removed by the collusion of the MLA, MP, Ward Members and Zilla Parishad members. He assured the delegates to work on their recommendations.

Among others, ex-Minister Panchanan Kanungo, Narendra Swain, former SEC Sanjeev Chandra Hota, Chairman PG Council, Utkal University Rita Ray, Samir Mohanty of BJP, Ramakurshan Panda (CPI), Mr Suresh Panigrahi CPI(M), Sahadev Sahu of Odisha Election Watch, Ex-DGP AB Tripathy, Ranjan Mohanty of Pecuc, founder member ADR Trilochan Sastry and national coordinator NEC Anil Bairawal attended the meeting.

50 p.c. quota for women in local bodies soon: CM

HYDERABAD: The state government is contemplating to provide 50 per cent reservation for women in local bodies. "A final decision on this will be taken soon," chief minister K Rosaiah said here on Sunday.

The chief minister inaugurated a housing colony of 4,808 houses, built at a cost of Rs 63.34 crore, under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) at Abdullapurmet village on the outskirts of the city on Sunday.

Youth Congress workers with placards of `YS Jagan' repeatedly interrupted the meeting with slogans of `YSR Zindabad', `YS Jagan Zindabad' and `CM down down'. They also expressed their anger for not putting up YSR photographs and flexies at the venue.

Trying to placate them, the chief minister said welfare schemes started by Rajasekhara Reddy like Arogyasri and Rs 2-a-kg rice would be continued. He said the government would not forget his services rendered to the state. As the agitators continued their slogans, an irked CM said: "Is this what you have learnt from our great leader."

Health minister and Greater Hyderabad Congress president Danam Nagender, who was present on the dais, said if they do not stop sloganeering they would be suspended from the party.

Rosaiah, in his speech, said the state government was giving top priority for women in all sectors and UPA chairperson Sonia Gandhi was keen on women empowerment.

Rosaiah said metro rail works would begin soon as the developer for the Rs 12,132-crore project was finalised recently. "Once the metro rail project is in place, it will be a great relief for commuters in the city," he added.

Union housing and urban poverty alleviation minister Kumari Selja said the Centre had sanctioned Rs one lakh crore under JNNURM for various projects in the country. In Hyderabad, 80,000 houses were sanctioned under JNNURM, she added.

Union urban development minister S Jaipal Reddy said Rs 4,220 crore worth works were sanctioned by the Centre under the JNNURM, including 1,000 buses in Hyderabad.

Union minister of state for textiles Panabaka Lakshmi, state minister Anam Ramnarayan Reddy, Sabita Indra Reddy, Danam Nagender, M Mukesh Goud and mayor Banda Karthika Reddy were present.

CM for 50% women quota in local polls

Hyderabad, Aug. 18: The Chief Minister, Mr K. Rosaiah, on Wednesday, said his government would take a decision soon on reserving 50 per cent quota for women in all local bodies.

Mr Rosaiah said he had no objection to increase the 33 per cent quota for women to 50 per cent.

“But there is a procedure for taking such a decision. We will discuss this issue in the next Cabinet meeting, including an amendment to the existing laws,” he said.

Mr Rosaiah said he was aware that the Congress president, Mrs Sonia Gandhi, was in favour of the 50 per cent reservation for women and assured that the state would not go against the wishes of the party president.
