1.58 lakh application for regularisation of illegal construction

AHMEDABAD: With just a few days left before the popular impact fee regulation seizes to exist, the Ahmedabad Municipal Corporation (AMC) has received a total of 1.58 lakh applications for regularization. This is fairly a low number against the initial estimate of the civic body when the regulation was introduced two years ago.

The AMC has regularized 8,916 properties till date. They also include illegal extensions to existing properties as well as extra floors constructed. When the impact fee regulation was introduced the AMC had expected an income of nearly Rs 105 crore after regularizing properties in the city.

However, after the scheme was proving to be costly the state government slashed the rates considerably, after which the AMC earned just Rs 15.94 crore as impact fee. Of the more than 1.58 lakh applications that were received by the municipal corporation, nearly 54,077 applications belong to the East zone alone, whereas 3,303 applications were recived from the central zone. Last week the AMC received 24,500 applications.

The Bhubaneswar Development Authority (BDA) on Tuesday entered into a pact with the Ahmedabad Municipal Corporation (AMC) to implement the State’s first Town Planning (TP) scheme on the outskirts of the Capital city.

For the scheme, which will be undertaken on a pilot basis, more than 1,200 acres of land have been identified in Madanpur mouza.

Under this project, three villages - Madanpur, Jagasara and Durgapur - have been included. Out of total land, four acres are Government land, 100 acres forest land and the rest private land. Since BDA failed to execute a similar project in the past due to land acquisition problem, this time no acquisition will take place.

Since it will be carried out with people’s participation, locals will hand over their land on which the development authority will implement the scheme and give the developed property to the owner in exchange.

A master plan will be drawn for the identified land and planned growth will be executed. Principal Secretary to Housing and Urban Development (H&UD) Department Injeti Srinivas said the TP scheme is expected to be implemented in three years. According to BDA Vice Chairman Vishal Dev, the major task will be to convince the public about the benefits of the scheme.

Under the scheme, 30 to 40 per cent of the land will be kept aside for roads and other infrastructure while the rest land will remain with the owners.About 300 acres of land will be taken up for development in the first phase. Municipal Commissioner of Ahmedabad Guruprasad Mahapatra, who was also present during signing of the MoU, said AMC will provide the technical expertise to BDA to implement the scheme.

97 illegal building in non-slum areas: Report

Mumbai has 97 illegal buildings constructed by registered developers in non-slum areas, according to a recent internal report of Brihanmumbai Municipal Corporation (BMC). The civic body started gathering this data after the five-storey Aftab Manzil in Mahim collapsed in June. It arrived at the estimate based on citizen complaints and actions initiated by 24 ward offices.

The report, compiled by BMC's removal of encroachments (RE) department, shows that 70 of the 97 unauthorised buildings are in the H-West ward, which includes Bandra, Khar and Santa Cruz (West). The ward is spread over 11.55 sq km and has a population of 4.21 lakh.

"Some of these buildings may be prone to collapse. We have started issuing notices to owners and residents of the structures. Action will be taken if they do not comply," additional municipal commissioner Mohan Adtani told Newsline. The number of such structures may increase or decrease depending on action taken by the local ward officers and verified complaints of citizens, he added. Notices to these structures have been served under Section 56 of the Maharashtra Regional and Town Planning (MRTP) Act, 1996, and Section 354 of the Mumbai Municipal Corporation Act, 1888 (MMCA, 1888), which deal with unauthorised constructions and alterations.

The report also reveals that illegal alterations have been reported in 430 originally authorised constructions in Mumbai, rendering the structures illegal. The R-Central ward comprising Borivali, Gorai and parts of Kandivali has 96 such buildings. K-west ward, which includes Juhu, Vile Parle and Andheri with 55 such buildings, and R-North ward covering Dahisar and parts of Borivali with 38 buildings are also under the scanner.

The report has highlighted 143 structures in slum areas that are on the verge of collapse. Most of these structures are located in the L ward including Kurla. If non-slum areas are included, a total of 74 unauthorised multistoreyed structures have been identified as dangerous.
