GHMC to waive property tax up to Rs. 4,000

Move could offer relief to over 10 lakh house owners

In a major decision that could offer relief to more than 10 lakh owners of residential premises in the city, the Greater Hyderabad Municipal Corporation (GHMC) Standing Committee has decided to waive property tax up to Rs.4,000.

The Mayor, Mohammed Majid Hussain, who chaired the committee meeting on Thursday, later told presspersons that a unanimous resolution was passed to do away with property tax for those paying the tax in the bracket of Re.1 to Rs.4,000.

“It is for residential premises only and perhaps for the first time contemplated by any civic body in the country,” he said.

Government approval

After the general body endorses the resolution, it would be forwarded to the government for approval. “The government has to make certain amendments for which we will personally meet Chief Minister K. Chandrasekhar Rao and pursue the matter,” he said.

GHMC has around 13.20 lakh assessed properties and this resolution would benefit more than 10 lakh premises.

Huge relief

“The revenue loss would be between Rs.100 crore and Rs.120 crore but it will provide a huge relief to families from below poverty, lower and middle class sections,” said Mr. Hussain flanked by Deputy Mayor G.Raj Kumar.

From Rs.300 crore three years ago, the civic body revenue collection grew to the present Rs.1,000 crore.

High revenues

“We have high revenues and we need to provide the best for our citizens and Rs.100 crore or so is not a big issue for GHMC,” the Mayor said. The committee, however, did not approve and returned a proposal to replace existing street lighting with LEDs to improve illumination levels on roads.

Approval was, however, accorded to construct road/ramp to mid-landing of steps at the Moula Ali dargah for a revised estimate of Rs.220 lakh.

Parking rate hike deferred

Parking rates in North and South Delhi will increase from November 1, but charges in East Delhi will stay put at Rs.10 for cars and Rs.7 for two-wheelers for now.

The East Delhi Municipal Corporation’s Standing Committee on Thursday postponed a proposal to hike car parking charges to Rs.20 for the first hour and Rs.50 for up to three hours. The North and South Delhi municipal corporations, however, have notified the increase in rates from November 1, Saturday. The new rates in North Delhi will be Rs.20 for the first hour and Rs.10 for each subsequent hour for cars. In South Delhi, the car parking charges will be Rs.20 per hour, with a cap of Rs.100 per day.

EDMC Leader of the House Ram Narayan Dubey said: “The North and South civic bodies have different rates. So we want to discuss the issue with officials of both corporations as well as our party’s State leadership to make the confusion less.” Mr. Dubey added that the EDMC leadership would meet Delhi BJP president Satish Upadhyay and officers of the North and South civic bodies on Friday. The final proposal will be brought before the Standing Committee before being sent to the House on November 17.

DDA takes steps for speedy conversion of property

The Delhi Development Authority has been taking various steps in order to ensure speedy disposal of conversion of property from leasehold to freehold since February this year.

The steps in this direction include setting up of Nagrik Suvidha Kendras and monitoring online disposal of conversion applications.

The DDA has opened Nagrik Suvidha Kendras in four zones of Delhi. These centres were conceptualised in February and by the first week of June, four of them were opened at Dwarka, Rohini, Laxmi Nagar and Vikas Sadan.

On completion of 100 days of these centres, the DDA said they have been working to the utmost satisfaction of the public and the disposal rate has been very high as compared to earlier manual disposals. Around 3,800 applications for conversion were received during these 100 days and 2,000 conveyance deeds have been issued within the stipulated period fixed under the Citizen Charter for disposal.

Besides, special camps were organised in the Suvidha Kendras and more than 6,000 pending applications of conversion were also disposed leaving hardly any case pending beyond 45 days, i.e., the time period given in the Citizen Charter for disposal.

“At the Suvidha Kendras, apart from conversion, mutation, mortgage permission, extension of time in construction are also being expedited. Applicants on a visit to Nagrik Suvidha Kendras are provided self-generated tokens and the applicants are directed to designated counters where application is scrutinised on the spot, challan generated and all formalities completed. The advantage of these Kendras is that applications both online and offline are received. The pendency officer-wise is periodically generated to assess the disposal rate,” DDA Vice-Chairman Balvinder Kumar said.

Mr. Kumar has been personally monitoring the pendency.

The conversion form has also been simplified and the number of documents required to be submitted by the applicant have been reduced to facilitate conversion with ease and speed.

Previously, many conversion applications were pending for want of sanctioned building plan or for want of NOC. All these requirements have been done away with subject to certain conditions as notified from time to time.
