40 builders apply for licence in Gurgaon under affordable housing policy

GURGAON: On the first day of the notification of the affordable housing policy in Haryana, 40 applications of different developers have been received for launching the project in Gurgaon.

After completing the procedures of notifying the policy, the department of town and country planning (DTCP) received the applications for licence in affordable housing projects. The flats built under the scheme will be in the range of 28 sq-metre to 60 sq-metre carpet area.

A senior DTCP official confirmed that 56 licence applications were moved by builders, out of which 40 were for various sectors of Gurgaon, eight for Sohna, six for Faridabad and one each for Jhajjar and Karnal.

The DTCP, he said, is expecting responses from developers for more towns.

Under the scheme, the developer will construct affordable houses for which separate licences will be applied for. At present, the DTCP makes it mandatory for the builder to reserve certain number of flats for the economically weaker sections (EWS) in all projects.

The new scheme has been designed for the people from low-income group. The DTCP has fixed the maximum allotment rate of Rs 4,000 per sq ft for flats approved under such projects in Gurgaon, Fairdabad, Panchkula and Pinjore-Kalka. The rate for high and medium potential towns is Rs 3,600 per sq ft and the remaining low potential towns Rs 3,000 per sq ft respectively.

The DTCP has also spelt out the deadline for the allotment of the flats built under the scheme. The official said that the project under the affordable housing scheme is required to be completed within four years from the date of approval of building plans or grant of environmental clearance whichever is later.

In case the builder fails to complete the project, renewal of licence will not be allowed by the DTCP as per the regulation. On the issue of allotment of the flats under the project, it has been decided that in each district, a committee headed by the deputy commissioner will scrutinize each application and decide the eligibility of the applicants.

Real estate industry insiders claim that the policy will help leverage the potential of private sector capital investment for development of affordable housing projects. To woo builders, licence fee and IDC have been waived and also allowed higher FAR to the tune of 225 against 175 permitted in normal group housing projects.

The process of allotting 2,383 houses in Dwarka under the economically weaker section (EWS) category will finally be initiated by the Delhi Development Authority (DDA).

The decision was taken in the DDA authority meeting held on Monday.

These flats have been lying ready since March this year and housing under this scheme will be allotted under a one-time package where the cost will be partially subsidised.

All such rehabilitations will be examined on a case-to-case basis. This move comes just ahead of the Assembly elections slated for later this year.

"It was decided that since the EWS flats which are ready are located in Dwarka, those living in slum clusters near Dwarka will be rehabilitated in these flats. Six clusters at Indira Camp 2, 4 5, 3 and 6, Vikaspuri and Shankar Garden have been identified. The beneficiary's identification survey is almost complete,'' DDA spokesperson Neemo Dhar said.

Part of the cost of these houses will be subsidised and a part will be recovered from the beneficiary by way of equated monthly instalments.

Once the beneficiaries are provided with flats, the jhuggies occupied by them will be demolished and the land reclaimed. This land will then be used as per the land use.

"Sufficient safeguards will be built for ensuring that the beneficiaries do not part with flats. The flats will be given only on a licence-basis till entire outstanding is paid by the beneficiary. This whole scheme will be a one-time package,'' Dhar said.

Around 10,440 such flats are presently under construction in Rohini and 5,860 are being constructed in Narela, DDA officials said. These flats are likely to be ready by this year-end.

The DDA has used pre-fabricated technology to construct these units. The cost of one such flat has been worked out to be approximately Rs 11 lakh.

"Those who have their ration cards and are living in slum areas in Dwarka will be allotted EWS houses in the area. The DDA has been delaying allotment of these flats. I have also asked that the DDA Authority meeting take place more frequently before the code of conduct comes into play ahead of the Assembly elections so that important policy decisions can be cleared before that,''

non-official member Jitender Kochar said.

The issue of re-defining Zone O, which defines the Yamuna bed, was also discussed in the meeting. It was proposed that the residential areas and villages falling in Zone O should be transferred to adjoining zones E, F and P-2, as the residents were unable to get basic, physical and social infrastructure.

Implications of the proposal will be that the villagers and those living in unauthorised colonies will get permission for reconstruction and repair of buildings from local bodies and a large number of residential areas will get minimum basic social and physical infrastructure.

"The Authority discussed the concerns expressed by various individuals and organisations and it was decided to put the proposal in the public domain for objections and suggestions so that a conscientious view can be evolved,'' Dhar said.

During the process of review of Master Plan -2021, suggestions were invited from public and residents' welfare associations concerning this matter.

It was observed that the boundary of Zone O needs to be revisited in consultation with environment department of Delhi government.

"There are over 40 villages in and around the Yamuna and it was decided that basic infrastructure may be created in colonies beyond 300 meters of the riverbed,'' Kochar said.

Meanwhile, the proposal of increasing the height for residential housing from 15 meters to 17.5 meters in case stilt parking is provided was deferred.

Housing board to build 10% of Modi-promised houses for urban poor

The Gujarat Housing Board (GHB) - a state government agency that builds houses for various income categories - will be building only less than 10% of the 22 lakh houses that the Narendra Modi government has planned for the urban poor in the state.

The chairman of GHB, Jayantilal Barot, said that the agency is targeting to build 2 lakh houses in the next five years. "GHB has been lying dormant for the last 13-14 years. But now we have decided to start building. We have 600 acres of land in our possession and we are targeting to build a minimum of 25,000 housing units and a maximum of 40,000 units every year," Barot said while addressing mediapersons on Thursday.

The distribution of applications for the first phase of 2,132 housing units for Low and Middle Income Groups in Rajkot, Vadodara and Surat began on Thursday. These houses are priced between Rs 9-19.75 lakh (does not include the local corporation and electricity and water connection charges). The houses are part of the 13-storeyed structured that are being built in Munjka (Rajkot), Tarsali (Vadodara) and Ganeshpura (Surat).

According to the official, all GHB houses being built in the three cities will be between 671-971 square feet and will be based on carpet area. "We will be having the concept of super-built-up used by private builders," Barot said, adding that working the process of building around 7000-8000 houses in Ahmedabad will begin after two months.

Barot also said that GHB has received Rs 85 crore as financial assistance from the state government in July this year for the project.

Talking about the impact fee being charged for regulation illegal constructions, the GHB chairman said that the same law would be applicable to all 1.76 lakh houses that the GHB has built so far in Gujarat. "Illegal constructions till 2011 will be regularised on payment of the mandatory charges. The last date for filing applications for this purpose is August 19. For all those illegal construction that have happened after 2011, action will be taken if a complaint is filed."
