MMRDA to reserve half its share for transit homes

Fifty per cent of houses under the Mumbai Metropolitan Region Development Authority's share of the ambitious rental housing scheme of the state government will be utilised on a priority basis as transit accommodation for people who have been living in dilapidated buildings in the MMR.

The decision was taken by Chief Minister Prithviraj Chavan on Thursday, weeks after he made the announcement on July 26 during the state Assembly's monsoon session.

"A sizable chunk of homes under the state government's rental housing scheme is available with the MMRDA. Metropolitan commissioner U P S Madan has been directed by the CM to carry out necessary measures to ensure speedy implementation of this decision," said an official from the chief minister's office.

These homes will be made available to residents living in extremely dangerous and dilapidated buildings that are vacated. The flats will also be given to the municipal body concerned in case it does not have transit accommodation available within its municipal limits. These will be made available to municipal bodies at a nominal rent rate of Re 1 per square meter for a period of 30 years to house the displaced on a temporary basis.

"The rate at which the municipal body will rent out these flats to the displaced will be decided by the commissioner and the revenue generated through this has to be utilised by them to repair these old and dilapidated buildings," the official said.

Chavan had made a similar announcement in May for dilapidated buildings of Thane after the Mumbra collapses. He had also said some tenements would also be given to families of mill workers eligible for subsidised housing. The rental housing scheme was floated in October 2008 with the intention of creating five lakh affordable houses within five years.

However, MMRDA has approved only 54 schemes across MMR so far. Only 25 of these have got commencement certificates and are at different stages of construction. These are expected to yield 45,000 units. There are about 140 proposals under scrutiny.

Close to 3,000 tenements are currently ready - 1,492 at Dosti Vihar Complex in Vartak Nagar and 1,429 at Dosti Imperia Complex in Manpada - both in Thane. These houses have been lying vacant for nearly a year, awaiting state government guidelines on allotment.

AHMEDABAD: Standing committee of AMC cleared the resolution on Wednesday to construct ground and first floor of houses meant for people from economically weaker section ( EWS) in India Colony at Vaishali-Amrapali Gujarat housing board in Bapunagar on National Highway no 8.

AMC passed the resolution after Gujarat high court ordered it to construct the residential complex. AMC will not only construct two floors of residences, it will also have to provide proper drainage system, electricity connection and grant NOC for the construction as soon as possible.

Both ground and first floor will have to be constructed in the dimensions of 10X15 ft. AMC will have to give the ownership of the residences to the rightful occupants and the ownership will have to be on permanent basis as per the order by Gujarat HC. AMC will also have to ensure that owners can transfer the property after 10 years. AMC will not encroach upon the space in the name of widening roads or TP scheme. Last year, AMC had evicted the residents of the India Colony without serving any notice saying that the houses were illegal. The residents filed a plea in the HC. The court came heavily on AMC and ordered it to not only give back the plot to the rightful owners, but also construct proper residential units.

DDA starts relocation of Kathputli slum dwellers

The process of shifting slum dwellers from Kathputli Colony in west Delhi has been started for the in-situ development of the area.

The Delhi Development Authority (DDA) plans to first relocate the slum dwellers to a transit accommodation in nearby Anand Parbat and later rehabilitate them back to multi-storey buildings that will come up in Kathputli Colony.

“The permission to relocate the slum dwellers was given in the authority’s meeting on Monday. The shifting process has begun and they would be relocated to temporary porta cabins installed in the Anand Parbat area,” said a senior DDA official.

The slum dwellers would be shifted in batches and in the first batch 2,754 residents of Kathputli Colony would be relocated to the transit accommodation. The dwellings vacated by them will be demolished.

Kathputli Colony is an unauthorised area that came up as an encroachment on 5.22 hectares of land which is meant for mixed use. DDA is developing in-situ projects through Public Private Partnership mode. Kathputli Colony is going to be the first such project in the city, followed by similar in-site development in Pocket A-14, Kalkaji Extension, where 8,000 people would be rehabilitated.

The multi-storey buildings are being built by a private developer and the project includes a remunerative component whereby the developer would be able to use some part of the project commercially.Construction work in Kathputli Colony area would be completed only after the slum dwellers vacate the area.

At Kalkaji Extension, which is being developed solely by DDA, the area would be developed in lots simultaneously without the need to relocate the residents as vacant land is available.

“We are building high rises at these places because going vertical is the only way to accommodate large number of people,” he said.

“After Kathputli Colony and Kalkaji Extension, we plan to carry out similar in-situ development projects in other parts of the city,” he said.
