AMC plans to build 10,000 additional houses

AHMEDABAD: Urban local bodies across the state are now demanding faster turn-key systems and construction technologies to deliver affordable houses in bulk and in a time-bound manner over the next five years. A seminar on 'New Construction technology for affordable housing' was organized at the Ahmedabad Management Association (AMA). The seminar was hosted by Ahmedabad Municipal Corporation (AMC).

Officials of the urban development department also promised that apart from housing for Low Income Groups (LIG) and Economically Weaker Sections (EWS), a few civic bodies were also planning homes for Middle Income Groups (MIG).

Municipal commissioner Guruprasad Mohapatra claimed that AMC was planning to build 3,000 additional houses for LIG and 7,000 houses for EWS in the coming years. In a press release, he also claimed that AMC would undertake housing for the MIG category.

Mohapatra claimed that the houses will not look like a typical EWS colony, but would have parks, children's play areas and green surroundings. "The purpose of holding such a seminar was to expose developers and government officials to the whole new range of affordable construction technologies. AMC was the first in the country to adopt MASCON technology for EWS houses," says Mohapatra . Principal secretary of urban development G R Aloria claimed that in the next five years the state government was planning to construct 25 lakh houses.

The BMC has now sought the help of Slum Rehabilitation Authority (SRA) to rehabilitate persons affected by civic projects in the western suburbs. The corporation is working to acquire 1,500-2,000 tenements from SRA. The BMC has already been given 400 flats in Malad.

Additional municipal commissioner SVR Srinivas said, "BMC tenements available for rehabilitation are mainly in the eastern suburbs (particularly Mahul). The project-affected persons (PAPs) for some major projects in the western suburbs have been living in this part of the city for years and are unwilling to shift to far-off areas. Hence, we recently approached the SRA for help. In the last 10 days alone, we received 400 tenements."

"We will begin shifting PAPs from the start of October once monsoon is over. We hope to get more tenements soon. This will considerably speed up the projects that have seen major cost escalation because of delays," Srinivas said.

With this, the BMC will push major projects such as the 5.25-km Jogeshwari road-over-bridge proposed in 2009, which is now expected to be completed only after 2016, and the reconstruction of four main bridges over Mithi river.

Dasara this year may end the eight-year wait for 8,813 people to get  sites in the “jinxed” Arkavathy Layout. The Bangalore Development Authority (BDA) is planning to hand over the sites to them by  October.

During the budget session in July, Chief Minister Siddaramaiah had announced that the BDA will complete the formation of the Arkavathy Layout by March 2014. But now, the utility has decided to hand over the sites to them five months ahead.

BDA Commissioner T Shyam Bhatt said, “We have everything under control. We are confident of completing the formation of the layout in two months. We are planning to hand over the sites to the allottees by Dasara.”

But Arkavathy Layout Allottees’ Association President G Shivaprakash, who has seen many ups, downs and assurances over the last eight years, was cautious. He said, “We have only been receiving assurances of getting the sites that were allotted to us. We cannot take things for granted till they are handed over.”

BDA issued preliminary notification to acquire 3,750 acres around 16 villages for the formation of Arkavathy Layout in 2003. However, only 2,750 acres were finally notified in 2004. The BDA started work on forming the layout and allotted sites.

However, landowners prevented the allottees from taking possession and destroyed the partially-formed layout. They filed court cases against the acquisition. The layout was also plagued by denotification scams and successive chief ministers were accused of illegally denotifying vast chunks of land. In 2010, the Supreme Court allowed BDA to acquire the land on certain conditions. However, the landowners prevented it. Then, the state government held a series of talks with them. The landowners finally agreed to part with their land in return for 40 per cent of the developed land.
