Vadodara Municipal Corporation proposes to provide better flooring in housing schemes for urban poor

VADODARA: The Vadodara Municipal Corporation ( VMC) is proposing to provide ceramic and Kota stone flooring in houses being built by it for the urban poor. The administration moved a proposal in this regard to the standing committee recently.

Sources said that the civic body presently provide Indian Patent Stone (IPS) flooring in the housing schemes that have come up under the Basic Services for the Urban Poor (BSUP) scheme of the Jawaharlal Nehru National Urban Renewal Mission ( JnNURM). But in the third phase of the BSUP housing schemes, it is proposing to replace IPS flooring. The beneficiaries of the scheme will, however, have to pay for the additional costs involved.

The argument made by the civic body is that a majority of beneficiaries in the first two phases removed the IPS flooring and replaced it with ceramic, glazed or vitrified tiles. Some also used PVC flooring on the existing IPS flooring. The replacement lead to damage to the structures and also to wastage of money spent on the flooring when they were constructed.

The administration has also put forward data of socio-economic surveys by the civic body that indicated that the socio-economic condition of the beneficiaries was such that they could afford such flooring.

Minister for Housing M.H. Ambareesh said here on Wednesday that the Karnataka Housing Board (KHB) has approved three projects costing Rs. 177 crore for the development of 16 slums in Hubli-Dharwad.

Speaking to presspersons here, he said slums in Hubli-Dharwad have not improved for long. The new project would ensure basic amenities and infrastructure for selected slums, he said.

Mr. Ambareesh said the housing department was aiming for vertical growth of tier II cities. Accordingly, the government would adopt G+3 housing model in these cities. He expressed confidence of reaching the target of two lakh houses in the current year.

The board would conduct a survey of the homeless and they would be allotted houses as per the annual quota under different housing schemes. The State government has planned to construct 15 lakh houses in the next five years, he said.

During the review meeting, MLAs complained about the construction of houses being blocked in their constituencies and demanded measures for completing the projects. Construction quality has been far better when compared to earlier work, Mr. Ambareesh said.

Answering a query, he said funds to beneficiaries of housing schemes in the State would be directly credited to their bank accounts after the details of the houses were updated on the website, along with Global Positioning System (GPS) coordinates. Panchayat development officers and nodal officers would be trained to use the GPS system and ensure beneficiaries were not deprived of the benefits, he added.

At a press conference in Belgaum on Tuesday, Mr Ambareesh said the government's mega housing projects will help homeless, poor people who are backward— economically and socially.

He said, the government has chosen nine cities including Belgaum to implement the Slum Development Project. An estimated Rs 177 crore will be spent on the development of three slums in Belgaum city. A satellite township for Belgaum is also on the anvil.

The government is also planning to increase the subsidy for construction of houses for the weaker sections from Rs 75,000 to Rs 1.20 lakh.

Housing projects like Basava, Ambedkar, Vajpayee and Indira Awas Yojana will be covered under the subsidy schemes.

The minister said, the construction of houses had been slow in Belgaum due to various reasons. Shortly, an alternative would be worked out to speed up the projects, the minister added.
