Municipal Budget proposes foot overbridge with escalator

The Kottayam Municipality has set a goal of constructing a foot overbridge in the town. The announcement was made by Municipal vice-chairperson Rajam G. Nair during the presentation of the Annual Budget for the financial year 2013-14.The proposed foot overbridge will connect the busy Post Office junction with the Sashtri Road. The overbridge will be constructed with a provision of escalators.

The Budget envisages a revenue of Rs. 81,06,40,592 and an outlay of Rs. 73,74,93,200 with a surplus of Rs. 7,31,47,392. The carryover from the previous year is Rs. 6,51,62,109. Ms. Nair also presented the revised Budget for 2012-13 of which the total revenue is Rs. 50,10,85,525 and the total expenditure is Rs. 43,59,23,416.

The budget has earmarked an amount of Rs. 3 crore for constructing a new office complex for the Municipality at Kodimatha. The proposed building will incorporate all facilities required to ensure computerisation and the e-governance programme. The Municipality had allocated an amount of Rs. 1.5 crore in the previous Budget for the same purpose.

The Budget also aims at ensuring uninterrupted water supply in all 52 wards of the Municipality. It has been stated that efforts have commenced to implement the project on large-scale with Central assistance.

A cost of around Rs.182 crore has been estimated for the project that will include all related activities including pumping, storing and distributing water. The Central government’s approval is expected for a proposal that aims at removing waste from all major canals. Furthermore, as many as 200 open wells will be constructed during the year in order to ensure the availability of potable water.

The Budget also states that electricity will be generated from the solid waste processed at the proposed plant at Vadavathoor. An amount of Rs. 1.54 crore has been allocated for the proposed method of using the accumulated waste at the dumping yard at Vadavathoor. Another allocation of Rs.1.21 crore has been made for implementing the source-level waste disposal programme.

With an intention of promoting a tourist-friendly approach, a tourist hub that includes a tourist information centre, open-air restaurant, pre-paid taxi and boat counter will be established at Kodimatha.

The Kannur municipal budget for 2013-14 that focuses on improvement of road facilities, renovation and protection of assets, and upgradation of services and facilities, earmarks a revenue of Rs.79.14 crore, an expenditure of Rs.74.43 crore, and a surplus of Rs.4.70 crore.

Presenting the budget at the municipal council meeting here on Monday, Municipal Vice Chairman C. Sameer said the municipality was currently implementing the solid waste treatment projects, which had always remained a major bother for the civic body, and the decisions taken to solve the drinking water scarcity in parts of the municipality. The municipality had succeeded in enhancing road and other infrastructure facilities, and in launching welfare and development projects.

This year’s budget proposals included projects included in the People’s Planning project for 2013-14, Mr. Sameer said. A shopping avenue, including a modern theatre and an entertainment facility, would be developed near the S.N. Park. It would be aimed at attracting tourists reaching the Payyambalam beach area.

Part of the municipal land would be used for constructing the overhead water tank for supplying drinking water for residents in the Payyambalam area after demolishing the Sangeetha Theatre which now stood near the S.N. Park. The remaining plot would be used for constructing the shopping avenue, he said, adding Rs.50 lakh had been earmarked for the project in the budget.

Solar energy-based high mast lights would be installed at the A.K.G Junction, Taluk Office, Police Club Junction, Payyambalam Girls High School Junction, Thayyil Bazar, and the Press Club Junction. An amount of Rs.45 lakh had been set apart for this.

The budget also earmarked Rs.10 lakh for developing a traffic circle near the Peethambara Park to relieve traffic bottleneck near the State Bank of India main branch here.

The municipality would also construct a bus bay near the District Veterinary Centre for the convenience of passengers of long-distance and town service buses. The budget allocated Rs.10 lakh for the project.

A building for conducting exhibitions, an art gallery, and a mini conference hall, would be built near the Government Municipal High School here at a cost of Rs.25 lakh.

Another Rs.25 lakh would be utilised for renovation of foot path along the Thayatheru-city-Thayyil-Chovva road that connected the National Highway at Thezhukkilpeedika.

The budget also included a proposal for maintaining and renovating institutions and assets of the municipality. Rs.10 lakh would be allocated for this, and a sum of Rs.20 lakh for linking the road across the Fire Station and the BOT Bus Terminal.

Budget proposals also included the development of a cricket stadium at Marakkarkandy here at a cost of Rs.25 lakh. The stadium, to be named Rajiv Gandhi Stadium, would be built in association with the Kerala Cricket Association.

CCTV cameras would be installed in the municipal offices to allow the chairperson, secretary and vice chairman, and municipal engineer to monitor the services being offered to the public to ensure transparency.

Touch screen facility would be installed for the public to get the status of their applications. The earmarked amount would be Rs.10 lakh. The budget also set apart Rs.15 lakh for a centre for making paper bags, cups and plats at Marakkarkandy as a measure to popularise paper products.

The municipality would form a municipal rapid action mobile force to act against encroachment, waste disposal, vehicle repair on public roads, and unauthorised parking, among others. An amount of Rs.15 lakh would be used for it. Rs.2.10 crore had been set aside as ward allotment. The budget also included the allocation of Rs.15 lakh for constructing a strong room and record room at the municipality.

Municipal chairperson M.C. Sreeja presided over the function.

Aluva municipality budget presented

The Aluva municipality’s annual fiscal budget for 2013-14 was presented on Friday. Vice-chairperson of the council and chairperson of the standing committee for finance Lisy Abraham presented the budget before the council.

According to the budget, the expected total income for the financial year 2013-14 is approximately Rs 29.95 crore and the expenditure layout is estimated at `25.95 crore. The budget has an anticipated reserved capital of Rs 3.99 crore.

While presenting the budget, Lisy Abraham outlines the projects which have been successfully completed during the last fiscal year, including the installation of induction-lamps for all street lights, strict garbage disposal measures and online payment system for remitting taxes through which Aluva has become the first municipality to introduce e-payment in the district.

The projects which are going to be implemented in the present fiscal year, and for which funds have been allocated, included expansion of the Aluva Railway junction. This has been a demand pending for the last few years and provisions have been made to acquire enough land for the required expansion.

Renovation of the municipal parks, municipal town halls and public crematoriums has also received priority. Expansion of various roads, including Asan Colony Road, Indian Powran Road, LF Lane, and roads in Wards 14 and 17, where traffic congestion is a major hassle, has also been charted out in the budget. Rs 50 lakh has been earmarked for building a modern slaughterhouse near the market, Rs 35 lakh has been allotted for maintenance of water treatment plants, and enough funds for building a new shopping complex on the northern side of the municipal bus stand have been decided upon. Lisy Abraham said the cooperation from the elected representatives and officials during the last budget year has been laudable and added the council expected the same during the present fiscal too.
