The ambitious Master Plan for project, for improving the civic amenities, has finally taken off after over eight years of its proposal with heavy earthmovers demolishing a major portion of City Municipal Corporation building at M.G. road here on Tuesday.

Amid police security, the building demolition work began. It attracted hundreds of onlookers to witness the drive. Over the years, the number of vehicles and commercial complexes have increased significantly, owing to which, the city was facing enormous parking problem.

“We have, this time taken a strong decision of implementing the project at any cost, and there won’t be any going back on it,” said Mayor Sajjadepeer Mushrif.

Asserting that over 95 per cent of the citizens who would be losing their shops during the demolition are ready to offer land, he said that only a few people had some objections, which he felt would be addressed.

Mr. Mushrif who was monitoring the demolition drive, told The Hindu that some 16 roads have been taken up for widening under the project. In the first phase, the road between Basaveshwara Circle and Shivaji Circle, would be taken up. “We are beginning to first start demolishing all government buildings on this stretch, soon after that, the private buildings would also be bulldozed to make a 100 feet road,” he said.

Mr. Mushrif said that the Corporation has no dearth of funds as required money for the project has been reserved ‘Nagarothana’ scheme for developing the city. The government, under the scheme had granted Rs. 100 crore, of which, over Rs. 40 crore has been reserved for Master Plan project.

The Vijayawada Guntur Tenali Mangalagiri Urban Development Authority (VGTMUDA) has begun the process of preparing master plan for the extended areas. The master plan is expected to be ready in two years from now.

Hyderabad-based M/s Aarvee Associates, Architects, Engineers and Consultants Pvt. Ltd has been awarded the project in September last. The consultants would have to prepare the plan for the extended area of 5,113 sq. km so as to meet the requirements of 2031.

An introductory meeting on the master plan was conducted at UDA premises here on Thursday. MROs, MDOs, heads of various government departments attended the meeting.

On the occasion, the consultants said that the study would focus on review of existing situation in terms of population growth rate, land utilisation, travel patterns, delineation of planning and traffic zones and identifying problems in each and every planning zone.

The process involves various stages that include data collection, preparation of base map, surveys, interactive workshop on existing land use map and data analysis, spatial strategy and preliminary master plan etc., they said, adding, “A lot of data was required for the preparation of the master plan. The government departments and agencies have been requested to provide the information available with them in three weeks.”

“The government agencies and departments have been requested to furnish the data available with them so that the master plan would be more practical, implementable and effective,” said Krishna District Collector M. Raghunandana Rao. The data needs to be provided at the earliest.

State capital

On sidelines of the meeting, speaking to reporters VGTMUDA Chairman Vanukuri Srinivas Reddy said that the master plan was being prepared as per the laid down norms. To another question, he said, “A discussion is going on in Assembly on division of State. I cannot comment on bifurcation issue. Notwithstanding, the master plan would meet all the requirements of a State capital if the situation demands.”

The Vijayawada, Guntur, Tenali, and Mangalagiri Urban Development Authority (VGTMUDA) has taken up a study on ‘Master Plan and Zonal Development Plans (2031)’ in the extended area under VGTMUDA limits in Krishna and Guntur districts.

Recently, the government extended the UDA limits from 5,108.90 sq km to 7,068.20 sq km, adding six more urban centres.

The study is aimed at providing infrastructure, roads, digitalisation of maps, transportation, regional connectivity, and survey on expansion opportunities for the next 18 years in the two districts, VGTMUDA Chairman Vanukuri Srinivas Reddy has said.

Speaking at an awareness meeting organised with Urban Development Authority and the line departments here on Thursday, he said the Master Plan was being prepared for 53 lakh population in 632 villages of 52 mandals in an area of 7,068 sq km.

The State government has assigned the job to Hyderabad-based Ms. Aarvee Associates, Architects, Engineers and Consultants Private Limited at a cost of Rs.6.7 crore.

The study would be completed in two years, he said.

Collector S. Suresh Kumar directed the officials to prepare the plan keeping in view of the people’s requirement and expansion in Guntur, Tenali, and Mangalagiri areas. The staff should strictly follow the norms and not damage the eco-system, he said.

Mr. Srinivas Reddy said the study had been divided into eight stages, including population growth, land utilisation, demand and gap of existing infrastructure, taking up surveys on base map images, and digitalisation of village and mandal maps considering traffic, rail, road and air linkages, assessment of heritage and conservation sites, and studying development strategies.

The consultancy would delineate the Master Plan after holding interactions with public, bureaucrats, NGOs, stakeholders, public representatives, and environmentalists, and submit it to the VGTMUDA in the prescribed period, said the Chairman.

Aarvee consultancy representative Ramesh gave a PowerPoint presentation on the proposed study.

VGTMUDA vice-chairman M. Rama Rao, District Industries Centre General Manager Naga Sundar, Housing PD Suresh Babu, officials from the APSIC, revenue, and other departments attended.
