This month, your HMDA Master Plan on DVD

The Hyderabad Metropolitan Development Authority (HMDA) is planning to make available the Master Plan in DVD format before the month-end.

Though the price of the DVD copies has not been finalised, authorities say it will be ‘very nominal’.

The Metropolitan Development Plan-2031 for Hyderabad Metropolitan Region was notified in the last week of January and copies have been put on display for general public at the HMDA office and also on the website.

In a fortnight

Now, the Authority is in the process of getting the Master Plan on DVD and plans to make around 5,000 copies in the next fortnight.

The Plan would be available with a view option only i.e., without copy and print option.

The output is being provided in the PDF format.

Password protection

The HMDA has decided to assign the task of preparing the DVDs to an outside agency and has called for tenders from interested parties.

The agency will have to ensure that the DVD cannot be duplicated and for the purpose, create a unique password for a set of 50 DVDs each and also for the PDF file.

The DVD will have a total file size of 3.70 GB and comprise 31 various sizes of Land Use maps along with Zoning and Development Promotion Regulations.

“We are hopeful of getting the DVDs in a fortnight time and immediately will be able to offer them to interested persons,” said an official.

Hard copies on sale

Meanwhile, the HMDA has got the work on hard copies of Land Use maps of the Master Plan completed and the same is to be put on sale either from Thursday or Friday.

The copies have maps of 35 mandals, worked out into 30 sheets .

About 1,000 sets of the same have been procured.

“A decision on the pricing of these sets is to be taken today and we are looking at making them available either from tomorrow or at the most, the day after,” the official added.

The DVDs, with the content in PDF format, are likely to be available by the end of the month at a nominal cost, say authorities.

 HYDERABAD: Henceforth, residential township projects will be permitted in conservation zone subject to certain conditions, including the proposed area for development will be at least 100 hectares and have 80-feet accessible road. Also, the Hyderabad Metropolitan Development Authority (HMDA) has decided to develop 288-kilometre Regional Ring Road (RRR), concentric, but outside the Outer Ring Road (ORR), with a width of 90 metres (about 300 feet).

After two-year rigorous exercise and redressing over 4,000 objections, the municipal administration and urban development (MA&UD) department on Thursday approved the master plan for Hyderabad Metropolitan Region 2031 by issuing a government order (GO) notifying it.

HMDA had invited objections and suggestions on the draft master plan issued in July, 2011 and objections were received till March 31, 2012. A many as 4,446 objections and suggestions were received during this period and another 84 petitions were received after the due date till September 2012 and most of them were taken into consideration while approving the master plan.

HMDA officials said five major issues were considered while preparing the draft like transit-oriented development, multiple nuclei concept creating alterative centres, rural-urban continuum and provisional amenities and environmentally-sustainable development.

Land uses have been classified in residential, peri-urban, commercial, manufacturing, public, semi-public facilities and utilities, multiple use, recreation and open space, water bodies, forest, special reservation zone, conservation and traffic and transportation use. The HMDA has incorporated special reservation zone for protection of heritage buildings and precincts, defence and military land and bio-conservation zone. The authority has earmarked 209 square kms for industrial use as per suggestions of the AP Industrial Infrastructure Corporation (APIIC).

Since the South Central Railway has been requesting land for expansion of its terminals, some parcels of land have been earmarked for passenger, freight and passenger-cum-freight terminals. Land has been earmarked for passenger terminals in Manoharabad and Edulanagulapalli, freight terminal in Ravulapalli and passenger-cum-freight terminals in Timmapur and Bhongir surrounding areas. However, the HMDA has put in a rider that if there are no steps taken to study technical feasibility, design and land acquisition by the Railways within three years, the HMDA has powers to revisit the issue afresh.

Special provisions have also been made for land development in the master plan. Land development has been permitted for land pooling or area development schemes, layout development schemes, group housing schemes, township development, SEZ development and special projects under the HMDA Act, 2008 and individual plot sub-division or plots amalgamation. It has also been made mandatory that the land development for land pooling or area development schemes, group housing schemes, township development, SEZ development and development schemes and special projects should be submitted through a licensed developer.

The applicant opting for green layout and green development as per norms (solar geometry, eco-friendly transportation, energy-efficient streetlighting, water recycling and reuse and provision of minimum local amenities) would be entitled to 25% concession in the processing fee.

Consultant's lax approach flayed in Ranchi master plan meeting

RANCHI: Consultancy company Feedback has come in for criticism from town planning experts, infrastructure development companies and government officials for its half-hearted approach on preparing the master plan for the state capital.A meeting was called by the state urban development department and the Ranchi Municipal Corporation (RMC) which was attended by director census operations Sunil Kumar Barnwal, deputy commissioner of Ranchi Vinay Choubey, deputy mayor Ajay Nath Shahdeo and other senior officers.

Almost everyone present in the first interactive meeting criticized the consultants for not doing a detailed study of the town.While an officer from the Housing and Urban Development Corporation (Hudco) pointed out the fault in drainage system, deputy chief executive officer of the RMC Gopalji Tiwary challenged the number of slums pointed out in the master plan.

"Your team has not done the basic survey before making the draft master plan. You have just picked up the number from the official document of the Union urban development department which is not correct," said Tiwary.The consultant admitted that they had not done the survey. "This is just a draft report and we will make necessary inclusions to address the concerns raised by the participants during the discussion," said an official of the consultancy firm.Town planning experts further pointed out that the plan of constructing an inner ring road in a densely populated city like Ranchi was not viable. "The city is already congested and the roads are very narrow.

If we think of making an inner ring road, the dream of a planned city will never become a reality. Instead of trying to make changes within the city, the concentration should be on developing colonies along the under construction ring road," said a town planner.The deputy mayor suggested to the consultant to include details on water supply system for the city so that the proposed master plan which aims to cover basic need till 2037 do not fall flat. "We have very poor experience of the past and our last master plan of 1983 failed miserably because of basic loopholes. My request is that all those mistakes should be rectified," said the deputy mayor adding that the consultant should also include New Ranchi area in the master plan.
