Dasara: MCC in a scramble to meet Chief Minister’s deadline

He had set a September 18 deadline for completing civil works

: The Mysore City Corporation (MCC) is racing against time to meet the September 18 deadline for completing the ongoing civic works ahead of the Dasara.

The MCC will take up 55 works related to road repairs across the city at a cost of Rs. 5 crore, while the Mysore Urban Development Authority will initiate similar works at a cost of Rs. 5 crore. The repair works will be taken up for major roads, including the procession route and main roads around places of tourist interest and the palace.

Work on the ‘Raja Marga’ — including drainage works and laying of tiles — will be completed during the week, while large gaps at electrical junctions are being filled up and the tile laying works are expected to be over within the next four days, according to MCC Commissioner C.G. Betsurmath.

He visited the sites where the civic works pertaining to the much-maligned ‘Raja Marga’ were in progress. The money due to the contractor that was held up was being released in instalments. Hence, there was brisk progress, though the project as a whole was lagging behind schedule by more than a year, according to senior officials in the MCC.

The rush is in order to comply with the Chief Minister’s deadline, as he had cautioned officials of disciplinary action if the works were not ready by September 19.

Seating arrangements at the Town Hall, which is being reinstalled, is nearing completion. However, debris dumped behind the Town Hall, which had come in for scathing criticism for violating the heritage site, is being removed, Mr. Betsurmath said. The entire area will be cleared of debris and levelled to make it fit for parking before Dasara, he said.

New civic works including a water supply line to Kuppana Park, which is the venue for the Dasara Flower Show this year, was sanctioned by the Commissioner. Similarly, power lines are being extended to facilitate illumination for the event and these will be completed by September 12, said Mr. Betsurmath.

Soon after inspecting the sites, the Commissioner convened a meeting with the Health Department staff to launch a garbage clearance drive. “In addition to the 682 pourakarmikas who are on the MCC’s rolls, we have outsourced 1,600 pourkarmikas and the work will be apportioned equally,” he added.

South civic body to buy heavy machinery worth crores despite alleged irregularities

Two proposals to buy heavy machinery were cleared on Wednesday by the BJP-led South Delhi Municipal Corporation’s Standing Committee, despite the party’s own councillors alleging irregularities and the Finance Department questioning the plans.

Standing Committee chairperson Satish Upadhyay pushed through dissent from his own party to pass a Rs.5.09-crore proposal to buy 30 front-end loaders for the Department of Environment Management Services.

“This needs to be passed now,” said Mr. Upadhyay, referring to the proposal that was first approved by the Corporation in June 2013. With Wednesday’s clearance, the contract will be awarded to JCB India. This is the third tender for this proposal.

According to the proposal, the first tenders were called in May 2013 and seven firms applied for the same. However, the terms were modified and a new tender was called in which two bidders – JCB India and ACE Ltd. – qualified.

But on January 1 this year the tender was again cancelled. A third tender was called on January 24 and three companies applied. Again, JCB India was the only bidder that qualified as per technical conditions.

The tender process may be surrounded in confusion, but councillors and officials have poked holes in the proposal itself. The Finance Department said the Engineering Department should have included annual maintenance contracts in the tender, which have been left out.

One of the other bidders had questioned the neutrality of the tender, which were not addressed by the Engineering Department. ACE Ltd. had alleged that the department’s specifications are not vendor-neutral.

BJP councillor from Vasant Vihar Radhey Shyam Sharma as well as Leader of the Opposition Farhad Suri objected to the proposal. Chief Accountant-cum-Financial Advisor Rajesh Pathak said: “We are not satisfied with the department’s replies to our concerns.”

However, the proposal was passed.

A Rs.24.11-crore plan to buy eight suction and suction-cum-jetting machines each was also cleared despite protests from the Congress councillors. The same proposal had first been approved in June 2013 and at that time the machines would have cost Rs.13.42 crore – that is approximately Rs.10 crore less. Engineer-in-chief Ravi Das said the capital cost had not gone up.

“We have not got the details as how to the price increased so much in one year,” clarified the CA-cum-FA. But, again, the Standing Committee cleared the proposal on Wednesday. Mr. Suri said he would write to Lieutenant-Governor Najeeb Jung to demand a CBI inquiry into the two contracts.

Civic body representatives learn ‘good governance’

 A two-day orientation programme for the newly – elected representatives of municipal bodies, in the Chittoor district, began with a series of lectures and presentations, on Monday.

As many as 120 members, including ward councillors, corporators, deputy Chairmen and Mayors, are taking part in the programme to learn about functioning of various departments and best municipal practices, besides gaining necessary knowledge required for implementing various government welfare programmes.

Municipal Corporation of Tirupati (MCT) Commissioner T. Sakala Reddy gave a presentation on 'Municipal Finances, Resource Mobilisation and Municipal Budget', explaining several topics including the financial resources and how to improve them through proper practices. Mr. Reddy opined that such programmes would introduce the newly-elected members to various departments and also throw a light on the nuances of good governance.

The proceedings were interactive as several members raised their doubts and got them clarified from the officials. Various other topics such as town planning, Mission for Elimination of Poverty in Municipal Areas (MEPMA) etc., will be dealt in detail over the next few sessions. Out of 240 representatives in the district, 120 will be trained in the ongoing sessions and the remaining will be trained in the next phase to be held from September 1.
