GHMC to remove duplicate entries from voter list

 The GHMC would be carrying out the de-duplication campaign for the 15 Assembly constituencies of Hyderabad district from September 26 to October 10 as per the schedule declared by the Election Commission of India.

The exercise aimed at removing duplicate entries in the electoral rolls would have booth level officer carrying out door-to-door survey to find out the dead, duplicate, permanently shifted and missing eligible electors, according to a press release. The civic body requested all the electors of the 15 Assembly constituencies of the district to avail the opportunity to verify their names in the electoral rolls and file claims and objections, if any.

Road widening taken up

As part of the road widening works for Metro Rail project between Punjagutta and Ameerpet, the GHMC demolished a structure along the main road here. According to the officials, removal of a few properties on this stretch was pending and one of them was being pulled down after the cheque for compensation was paid to the property owners. The road widening work would continue here and two more structures were proposed for demolition in next two to three days.

Corporation to frame bylaw to fix parking fee

The city Corporation has decided to frame a bylaw to enable it fix parking fee for commercial complexes, private hospitals, and theatres.

The council, which met here on Thursday, passed a resolution, moved by the standing committee on finance seeking to appoint a Revenue Officer to prepare the bylaw.

Deputy Mayor Happy Kumar said the civic body now lacked the powers to curb the levy of parking fee by private establishments.

The rules would give the civic body the authority to fix the parking fee and intervene effectively in the event of violations. Hospitals such as KIMS, YCDC Dermatology clinic, SUT, and some theatre owners had sought permission to collect fee for vehicles parked on their premises, he said.

The civic body could serve notices on those collecting parking fee but it would not stand legal scrutiny as the present laws governing the corporation was silent on this aspect, he said.

Councillors of the United Democratic Front (UDF) criticised the civic body for not taking steps to prevent private establishments from ‘fleecing the public.’

The council passed by voice vote a resolution moved by the standing committee on health seeking no-objection certificates to two bars to start beer and wine parlours. The UDF members opposed the resolution but the ruling Left Democratic Front (LDF) passed the resolution with the support of the Bharatiya Janata Party (BJP).

UDF councillors said the BJP was extending support to start beer and wine parlours when its leaders were speaking in favour of prohibition. UDF councillors staged a walkout after LDF councillors supported a resolution urging the State government to withdraw the recent hike in water tariff and the imposition of additional taxes.

Brihanmumbai Municipal Corporation suspends nine engineers for their role in e-tendering scam

 

MUMBAI: Municipal commissioner Sitaram Kunte on Tuesday admitted that 23 civic engineers were involved in the e-tendering scam of which nine have been suspended.

At Tuesday's general body meeting, Kunte also said that 40 contractors who were involved in the scam will be blacklisted.

Of the 17,000 e-tenders in the last two years, 412 proposals, worth a total Rs 22.34 crore, were opened within 24 hours. While 122 proposals are of works less than Rs 3 lakh, the rest are of works ranging from Rs 3 lakh up to Rs 20 lakh. But Kunte clarified that of the total 412 proposals, 229 works, which were worth a total Rs 13.07 crore, were rejected by the authorities, and 183 were completed. The lowest bid was Rs 6.41crore.

Sources said two engineers each from from P (South) and R (North), one each from F (South) and G (North) and three from K (West) have been suspended.

Corporators have demanded a third-party audit in the matter. NCP group leader Dhananjay Pisal said they were not opposed to e-tendering, but the process need to be corruption-free. "The company needs to be asked why the software had a system wherein it could be blocked. A third-party audit in this matter is very essential."

MNS leader in the BMC Sandeep Deshpande said that it is surprising that the higher-ups of the officials involved in the scam are conducting an inquiry. He demanded a third-party audit either by the anti-corruption bureau or the economic offences wing.

Other corporators demanded that Kunte, who had introduced the e-tendering system in 2012 to bring in transparency, should be held responsible "for making the city a guinea pig".

Corporator Yakub Memon complained that most of the contractors coming through the e-tendering process were not interested in delivering quality work, but only in getting the work order. Opposition leader Devendra Amberkar said it is important that rules are followed and tenders should not be invited after midnight. According to data, a tender was opened at 3.35am and closed at 8.59am on the same day in R North ward and another tender was opened at 3.25am and closed at 8.59am in R South ward.

A complete report on the matter is expected to be ready by October, said Kunte.
