Salaries of municipal staff through treasury

HYDERABAD: In what comes as a relief to the municipalities and their employees, the government issued orders on Monday for payment of salaries to municipal employees through treasury on the basis of their service registers.

Accordingly, 29,430 municipal employees, barring those of Greater Hyderabad Municipal Corporation, Vijayawada and Greater Visakhapatnam corporations, were identified for payment of salaries through treasuries with retrospective effect from April 1 this year.

The government will bear Rs. 298.43 crore towards salaries and Rs. 64.19 crore towards pensions of 11,516 retired employees annually hereafter.

Municipal Administration and Urban Development Minister Anam Ramnarayan Reddy briefed the media persons about the review meeting with the Chief Minister.

He said though the government issued the orders much before the announcement of elections for payment of salaries of municipal employees from treasury from April 1 this year, its implementation was delayed as the municipalities could not provide the details of sanctioned posts sought by the Finance department to arrive at the number of employees.

However, as the sanctioned orders issued decades ago could not be traced in majority of municipalities and were not available even in the State Archives department, the Chief Minister directed the officials to find an alternative.

Service registers

Accordingly, the number of employees was finalised on the basis of the service registers of municipalities and local fund audit reports.

WARANGAL: Setting a new precedent, the corporators of Warangal Municipal Corporation (WMC) unanimously passed a resolution surrendering the services of Municipal Commissioner Sivakoti Prasad to the State Government here on Wednesday.

Tough talk

For a long time, the Commissioner and Congress MLA B. Saraiah had locked horns for unknown reasons. On Wednesday, when the council met, Mr. Saraiah came down heavily on the Commissioner accusing him of working against him in the recent election.

“You launched a propaganda that I am going to lose the election. You intentionally took up developmental works in Hanamkonda but not in Warangal. You took excuse under the election code and stalled all the works in my constituency,” Mr. Saraiah alleged.

Though Mayor E. Swarna tried to come to the rescue of Mr. Sivakoti Prasad, those in the Congress party intervened. Corporator R. Bhaskar pointed out that the Mayor herself described the Commissioner as corrupt at one time and was now trying to shield him.

The TDP members suggested that if the corporators were not willing to work with the Commissioner, they should pass a resolution surrendering him to the State Government. Soon, the council passed unanimous resolution to this effect. All through the proceedings, Mr. Sivakoti Prasad remained silent and did not comment.

Surprisingly, deputy mayor E. Ravinder, who used to support the Mayor, suddenly switched sides and supported Mr. Saraiah.

The Mayor and Mr. Saraiah were not on good terms for a long time and as a result, the officials in the corporation were finding it difficult to function.

Congress wants MCD under Delhi Govt.

NEW DELHI: Chief Minister Sheila Dikshit on Monday reiterated that the Municipal Corporation of Delhi should be brought under the purview of the Delhi Government as the civic body, which had nearly 97 per cent of the city area under it, had failed to perform its duties well.

Talking to media persons following a Congress Legislative Party meeting, Ms. Dikshit said placing the MCD under the Delhi Government would remove multiplicity of authority and result in better governance.

She said the issue was also discussed by the CLP and the members raised a strong demand for urging the Centre to hand over the MCD to the Delhi Government. The issue of salaries and perks of MLAs was also discussed and it was decided that there would be no increase, she said. Similarly, she added, the amount of the MLA Local Area Development Fund would remain at the level of Rs.2 crore per year. As for the demand on putting the Delhi Police under the Delhi Government, Ms. Dikshit said her government had not asked for it. “What we are asking is that specialisation be brought into the police force in a big way. There should be specialisation in the fields of traffic management and general behaviour to make it a very cosmopolitan force.”

The CLP meeting also una-nimously adopted a resoluti-on to thank Congress presid-ent Sonia Gandhi, Prime Minister Manmohan Singh and general secretary Rahul Gandhi for steering the party to a “resounding and historic” victory in the Lok Sabha elections. It also lauded the work of Ms. Dikshit and others in ensuring a clean sweep in Delhi in the Lok Sabha polls.
