GHMC 24-Hour Helpline for Complainants

Citizens have been asked to promptly utilise the services of 24-hour call centre 155304 to register their grievances as they will be solved on priority basis, GHMC commissioner Somesh Kumar has said.

If the grievances are not addressed at the first level, they will be taken up at the  next level and the redress of grievances is monitored by officers of all levels including the commissioner.

During the Prajavani programme held at GHMC head office on Monday, he urged citizens to approach the offices of deputy commissioners and zonal commissioners to get their grievances resolved. People can approach the head office only if their grievances are not settled at the DMC or ZC level, he said, adding that only certain cases concerning town planning were not getting solved quickly because of legal issues and double claims on properties.

On LRS and BPS applications, he said the corporation was planning to hold a special camp for a week at the circle level to deal with pending applications.

With regard to maintenance of toilets, the commissioner said a special survey was being conducted and the GHMC would later take up  maintenance of the toilets in an appropriate way and construct toilets wherever needed.

He admitted that the toilets for women were in deplorable condition and said the GHMC was planning to build toilets at every 500 metres.

Dhanas rehabilitation colony may be transferred to MC

The newly constructed rehabilitation colony at Dhanas is likely to be transferred from the Chandigarh Housing Board to the Municipal Corporation. While the Administration has passed the orders, the civic body is in a quandary over taking charge with civic amenities still in the process of being implemented. Also, several residents are still awaiting allotment of the tenements.

A total of 8,448 one-room tenements have been constructed at Dhanas for rehabilitation of slum dwellers. The keys were handed over by the Prime Minister in September this year. After the demolition of Colony Number 5, more allottes have been shifted to Dhanas. However, the process of allotment is still going on with problems like incomplete documentation, etc being there.

Mayor Subhash Chawla said, "The Administration has asked us to take over the colony. This would entail ensuring provision of all basic amenities to the rehabilitation colony. It would be a challenge as people are still shifting and taking possession of the houses."

The colonies under the scheme that have previously been constructed are still under the CHB. This would be the first colony to be transferred in such a short time to the Municipal Corporation. It has been demanded that funds to manage the colony be transferred also. The civic body has time and again demanded transfer of several functions from the Administration. The civic body is still in a quandary over taking over the colony. With a population of more than 40,000 to shift, more staff would also be required.

Beware of tax agents in MC offices

Self-styled agents of the Ludhiana Municipal Corporation are charging hefty amounts for paying property tax through the MC website.

While the MC has enabled multiple options for paying property tax, these agents take advantage of illiterate and unaware people by demanding anywhere betwen Rs 1,000 and Rs 2,500 for getting instant receipt of property tax.

When Newsline team visited Zone C MC office, people standing in queue were seen making deals with these agents. The agents were surrounded with tensed tax payers as November 30 was the last date for availing a 10 per cent rebate. However, after few hours, the date was extended to December 10.

Anil Sood, a resident said, "An agent came up to me and asked if I want quick service. I enquired about the system and he said he knows all MC officials sitting inside and the work will be done in few minutes if I pay him Rs 1,000. Later, when I said I had to pay Rs 4,000 as tax, his demand increased to Rs 2,500." Sood who later paid tax through MC website said he was not aware of the online system earlier.

Another resident said, "An agent asked for Rs 1,500 for paying Rs 3,000 tax and said he will get the receipt in a few minutes but he did not return after taking money."

Meanwhile, Ludhiana property tax collection crossed Rs 24 crore, the highest in Punjab so far.

Official speak

Isha Kalia, additional commissioner said, "People should not fell prey to such agents. We have created multiple options for paying tax so that people don't have to stand in a queue. Our zonal and sub zonal offices are open even on weekends for people's convenience." Kalia added that apart from MC website (www.mcludhiana.gov.in), one can pay tax at all four zonal offices, 16 sub zonal offices, four HDFC branches (Kitchlu Nagar, Rishi nagar, Miller ganj, Mall road), Suvidha centres and camps setup in all the areas. Also MC van is a phone call away.
